Until 1989, each constituent body of the Federal Public Administration was responsible for calculating and paying the payroll of its employees. In 1989, the implementation of a project called SIAPE (Integrated Human Resources Management System - also known as the Integrated Personnel Management System) began, whose objective was to centralize the payroll process through the decentralized management of the information that would result in calculations.

Over time, all institutions in the direct, basic and authoritarian administrative departments (and which have financial resources to cover their personnel expenses) joined SIAPE. During this period, SIAPE began to rely on various data and legislative verification mechanisms, thus eliminating a series of improper expenses.

In the 1990s, SIAPE also incorporated a datawarehouse (a type of database activated not only to feed and process data, but to create artificial intelligence analyses) to keep summarized data so that information and management indicators can be extracted and accessed via the Internet through the old page that still exists http://www.siapenet.gov.br/

The latter provides management transparency, allowing the server to access your data, make requests and understand HR regulations and standards. Currently, federal civil servants use SIGEPE (System that Federal Civil Servants use to obtain data relating to their life as servants, from paychecks, loan statements, vacations and other information), all of this done through SIGAC (MANAGEMENT SYSTEM ACCESS). SIGEPE will end now on the 3rd of July, giving way to the new app named Sougov.br!

Today, the SIAPE that processes civil servants' payments is governed by the single federal legal system (Law nº 8112 / 90), CLT and other systems (temporary contracts, internships, medical residency, etc.). The public is composed of retired and retired civil servants and is distributed throughout the national territory by federal public agencies.
